Who to Contact at the EPA for TSCA Premanufacture Notices - And Everything Else You Need to Know About PMN's!

The EPA offers information as well, for free - but of course they do not help you actually make the preparation and submission. TheTSCA Assistance Information Service (TSCA hotline) is available to answer general questions about the PMN process or filing a PMN form. The TSCA hotline operates Monday through Friday, from 8:30 a.m. to 5:00 p.m. Eastern time. or Call (202) 554-1404. FAX requests for documents are received every day, at all times, on (202) 554-5603.

Management of the process in the New Chemicals Program has recently undergone substantial changes in an Office-wide reorganization. It is now handled through two branches: the New Chemicals Prenotice Branch and the New Chemicals Notice Management Branch.

The New Chemicals Prenotice Branch is charged with with public outreach and with assisting potential submitters in determining whether their chemical substances require premanufacture notice and with questions on how to appropriately respond in submissions (routine questions about the forms, requests for publications, etc., are handled by the TSCA Hot Line, which can be reached by this link, by e-mail on "[email protected]", by voice on 202-554-1404, by facsimile on 202-554-5603.) The New Chemicals Notice Management Branch is charged with managing the process for submissions under CFR#5(e). Submissions which are under active review post-focus are generally the subject of active communication between the notice manager and the submitter. This page is a roster of New Chemicals Program personnel. There are two branches which manage the New Chemicals Program: the New Chemicals Prenotice Branch and the New Chemicals Notice Management Branch.

The New Chemicals Prenotice Branch facilitates all prenotice communications and assists potential submitters in determining whether their chemical substances require premanufacture notice. This branch is also responsible for outreach, TSCA section 5 policy formulation and interpretation, and coordinating the review of all section 5 exemption notices (i.e., low volume (LVE), low releases and low exposures (LoREX), and test marketing (TME)). Routine questions about forms, publications, general policies, etc. are handled by the TSCA Hot Line (see button link in the left margin of this page, or by voice at 202/554-1404 and facsimile at 202/554-5603.) Submissions which are under active review post-FOCUS meeting are generally the subject of active communication between the notice manager and the submitter (The FOCUS meeting is where risk management decisions occur, at approximately day 20 of the PMN review process).
